Invitation to participate in a “State Level Convention on Health Sector Budget in Orissa” Jointly Organised by CEHAT, HRLN, BGVS-JSA and NSA
Dear Friend, Greetings!
On behalf of the organizing committee, we invite you to participate in the event on 10th June 2009 at Redcross Bhawan, Bhubaneswar.
The public health scenario in Orissa is facing significant challenges of poor infrastructure, lack of human resources and acute government apathy. As a result, the poor and the marginalized sections of our society are going through difficult phases of pain and suffering. The process of neoliberal onslaught has aggravated this situation in last two decades. The latest Economic Survey highlighted some of the glaring deficits in the health sector situation in the State including severe incidences of infant & maternal mortality and malaria deaths in the state. Even common diseases like diarrhea and cholera take a tool of innocent lives every year. Under the influence of neoliberal policies, there has been a major rise in the number of private health facilities that are typically out of the reach of the masses. The new found dependence on the Centrally Sponsored Schemes has also marred the State run machinery in making provisions for the poor. This distressing situation calls for effective steps to be taken by the government. The new government has already announced the date for presenting the full budget of the year. This is probably an opportune time for the civil society organizations (CSOs) to come forward with pro people suggestions on budgets and financial allocations on health and related issues.
Towards this goal, many CSOs have come together to register their say on health budget in Orissa and to prepare a Civil Society Charter of Demands for consideration on the Health Budget in the State. The Charter of Demands shall be an outcome of a day long convention to be held on 10th June 2009 at Redcross Bhawan, Bhubaneswar.
CEHAT is a Mumbai based organization known for its credible work on health sector from a rights perspective. HRLN has been active all over India and in Orissa for protection of human rights of the voiceless. BGVS is a nationwide mass movement known for its contribution to literacy and for promoting people’s science in the country. Network for Social Accountability (NSA) is an effort to democratize debate on development issues and to promoting alternative to the neoliberal approach in policy making paradigm.
